Kevin is a Wood County native and graduate of Williamstown High School in 1990.  After High School Kevin attended West Virginia Wesleyan College in Buckhannon where he double majored in Criminal Justice and Psychology. Kevin received a BA in Criminal Justice from Wesleyan in 1994. Kevin has also completed course work at the University of North Dakota (part of his BA from Wesleyan on an exchange program) and some graduate course work at West Virginia University in Morgantown.

    Kevin became a Vienna policeman in October of 1996 and began the Basic Officers Course at the West Virginia State Police Academy in November 1996. Kevin graduated in February 1997 and ranked fifth of forty-eight in his 96th Basic Class. While attending the West Virginia State Police Academy Kevin qualified as a Master Marksman with a pistol.

    During his career as a policeman he has gained experience while working in the Vienna Police Department's detective bureau and patrol division.
Parrish has received training in numerous areas but has focused mainly in the area of firearms. Kevin is a qualified firearms instructor for both the pistol and shotgun and is a certified GLOCK armorer. He has also received advanced training in officer safety and tactics.  Parrish  achieved the rank of Sergeant in August of 2002. Since then, Kevin has been a shift supervisor, primarily on the day and midnight shifts.
